Figured it out. We had the option selected to not allow fallback content 
locations, which appears to also include MU.

Subject: [mssms] Software Updates - Pulling from Microsoft Update

Hey guys - Working with a client on some Software Updates within SCCM.

They have several sites that do not have a DP, and they wish for clients in 
those sites to pull content from Microsoft Update instead.

In the deployment, we have selected the option to pull from MU when the content 
is unavailable, and ensured that the content is not on a DP that the client can 
reach.

We can see in the locationservices log that the client is failing to find an 
available DP for the content, however it doesn't look like it is pulling it 
from Microsoft yet. CAS.Log is also not showing any activity.

Is there a timeout before it will attempt to pull from MU? Are there any other 
logs that might show the activity for this particular action?
