Todd, I ran this very interesting scenario past the CfgMgr Product Group to see 
what it would take to accomplish your requirements.

The bottom line is that the tech for managing Xbox (i.e. GPO, MDM, etc) is not 
yet in the Xbox platform; so technically managing this system is not possible 
yet.  Over time, as Xbox just becomes more "win10" in nature under the hood, 
then  technically it might become possible. At that point it becomes a 
prioritization decision. Certainly it makes sense to put this up on User Voice 
to gain visibility into the idea.

I work at a large university hospital with a new 200ish pediatric bed 
Children's Hospital coming up in the next year. We are investigating console 
gaming for those rooms.

Has anyone heard of being able to centrally manage XBOX One or PS4 
configurations from Configmgr or MDM/Intune or another management product?
