Just my commute to work for 40 miles PROVES this. I drive an ICE (the hybrid the wife keeps ;( ) 80 miles a day. I never go over 55 and try to stay at 50 even on 275 in tampa. I slow down for the red lights, cuz whats the point of rushing to just stop at the light? I am tailgated, mocked (I can see them in the mirror making all kinds of hand gestures), and treated like an abnormality. By driving this way I get 30 miles per gallon. If I drive the way they are driving I get 20 mpg. It really looks like gas needs to get to 10 dollars a gallon before people with finally slow down to conserve fuel or seriously consider EVs.
