The only hard and fast 'Best Practice' is to have a dev environment separate from a prod environment. The general consensus on moving from one environment to another is to: A) Use a feature/solution for migrating content B) Use STSADM Backup/Restore or Import/Export for moving Sites/Site Collections from one Environment to Another (moving to new hardware, etc...)
