Maybe use featureactived event?

-Create a hidden feature which creates a list
-Install feature
-Create a hidden feature which depends on the above hidden feature,
and creates an item in that list
-Attempt to install the second feature

"Hidden features with activation dependencies are not supported."

You can't be serious... is there NO way around this?
