Yes this only moves content in the database across. Artifacts not affected by the export/import are manual web.config changes, iis settings, SharePoint Solutions, SharePoint Features. You will have to deploy any non-database customisations/changes to your farm or sites across separately. This is an advantage of packaging your custom work into SharePoint Solutions, it makes deployment of customisations to new farms much easier and cuts down the need to repeat multiple manual steps.
