Found out it was nothing to do with permissions. I am not sure what they did but they edited page and closed the webpart and for some reason the menu bar at top with respond to survey, Actions and Settings where not there... I added the closed web part and the menu was there..... I then removed webpart with no menu... Cheers Peter M.
