Oh, so you'll have to actually pass through the rest of your initialisation 
form that you're currently using.  To access what that currently is, you can 
write a console app, and use the object model to inspect 
SPWorkflowAssociation.AssociationData which will provide you with the XML 
you're currently passing.  You can then either update/add the InitLock property 
to 'true', that should do it!

Are you in a position where you can pass initialization data to the workflow? 
Apparently if you pass <my:InitLock>true</my:InitLock> as part of the 
initialisation data, you will get the desired affect.

Has anyone faced issues with Custom workflows, like the one mentioned in the 
below article.

My Question would be...
how would I go about setting the "allow changes to the participant list when 
this workflow is started" in SPD, as my workflow is a custom workflow & i'm 
finding the issue where the User is able to approve the workflow, And bieng a 
custom workflow it cant be edited from the workflow setting page.
