Oh, so you'll have to actually pass through the rest of your initialisation form that you're currently using. To access what that currently is, you can write a console app, and use the object model to inspect SPWorkflowAssociation.AssociationData which will provide you with the XML you're currently passing. You can then either update/add the InitLock property to 'true', that should do it!
