Hi Robert, I probably don't have the answer for you here, but the incoming email settings let you choose 'advanced' instead of 'automatic', have you tried using advanced, and pointing it to the drop folder? If you have done this option, are the permissions on the drop folder configured correctly?
Also, have you checked the log files? (in the templates dir) and within the windows event log? It does sound like some type of permissions issue - let me know how you go, I'd be interested to see what the outcome is. (The account you chose to delegate control to, have you made sure that is the correct account with appropriate perms?)
