I kept getting this error when I was had different accounts running the app_pool and the timer service, even though both accounts had the same set of permissions. Setting both to the same account solved the problem for me. To test the AD permissions, try to create an account in the OU manually using the nominated account. You'll soon know if you have an AD permissions issue or a MOSS issue.

If you have done this option, are the permissions on the drop folder configured correctly? Also, have you checked the log files? (in the templates dir) and within the windows event log? It does sound like some type of permissions issue - let me know how you go, I'd be interested to see what the outcome is.
