Thats the only patch you need to install before installing TFS SP1. It will shutdown all services to guarantee that during the installation theres no activity from developers and so guarantee that TFS databases will be ok at the end of installation. If you have a dual server installation you have to install the patch in both application-tier server and data-tier server. If you dont do that it will show this message: "The application tier <TFSServer> is attempting to connect to a data tier with an incompatible version".
