You are talking about the same situation I have. What I did is configuring TFS good and both (Build Server and TFS on the same machine). It works well. BTW, The development teams are not big sized. Max 40 developers on the same machine. If you have a dual server installation, then you have to configure a separate machine as Team Build Server. This is also the advise of Microsoft on this stage.
