You could probably write an extension that does some of what you want. 
Microsoft does have an aftermarket sync toolkit for supporting migration from 
other tools but I don't think it does TFS to TFS.

Subject: [OzTFS] Can you sync TFS up with another instance?


We have installed and will be using Team Foundation Server in house. We also 
have relationships with Software vendors who are also using their own instance 
of Team Foundation Server for source control. We have two requirements

1. Is it possible to sync our Team Foundation Server with our vendors for 
source control, ie. if someone checks in source into our vendors instance of 
TFS, we would like that change to be reflected automatically in our instance of 
TFS.

2. Another of our vendors is using their own instance of TFS to keep a track of 
issues, we would like to reflect these issue in our instance of TFS, so we 
don't report issues already recorded.

Any ideas?
