I've downloaded and am attempting to use TFS Permission Manager (http://blogs.microsoft.co.il/files/folders/leon/entry5018.aspx) but I'm clearly too stupid to get it. I'm working on a fresh TFS install and the tool seems to only allow new users to be added based on either a template or an existing user. I'm not sure how to create a template and I don't have any existing users (of the type I need). When I try to add a user based on the only user already there (the project administrator who made the project), I get a runtime error. Choosing "continue" just makes the wheels spin (and no user is created)...
