I'm working on a fresh TFS install and the tool seems to only allow new users to be added based on either a template or an existing user. I'm not sure how to create a template and I don't have any existing users (of the type I need). When I try to add a user based on the only user already there (the project administrator who made the project), I get a runtime error. Choosing "continue" just makes the wheels spin (and no user is created)... Has anyone successfully used this tool? Are there any other options?
