The only way to release a lock is to use the command line utlity tf.exe.

 

The syntax is:

 

tf undo [/workspace:workspacename[;workspaceowner]] [/server:servername]
[/recursive] itemspec [/noprompt]

 

You will need to gather the name of the user and the name of the
workspace they checked the file out to (right click the file in the
source control explorer window and select properties/status).

 

NOTE: On success you will likely receive a message along the lines of ..


The workspace ... is not on this computer. Run get (...) on the computer
hosting that workspace to update it....

 

This is just a warning informing you that the file residing in the users
local workspace does not match the server and should be replaced by that
user via the get method. i.e. by unlocking the file you are effectively
discarding any changes.
