You could use the free tool Team Foundation sidekicks from Attrice.  Which 
gives you an add-in for VS and a seperate tool.

With this tool you can search from the Source Control window for files that are 
checked out for one or more users.  Then you can do the undo action on these 
files.

Our TFS server has a file checked out to a user who no longer works for the 
company. Does anyone know how to override this check out?
