In TFS 2008 you actually get more than 1 step per project under some circumstances. This will be fixed in Service Pack 1, see Aaron's post about reducing build log noise: http://blogs.msdn.com/aaronhallberg/archive/2008/05/05/orcas-sp1-tfs-build-changes.aspx
