Your best option would be to create a reporting services report that uses the TfsActivityLogging database as a datastore. Almost every command that TFS executes is logged into the database.
The query would be something like: SELECT * FROM tbl_Commands WITH (NOLOCK) WHERE IdentityName LIKE 'DOMAIN\blah%' AND ( Command = 'Get' OR Command = 'UpdateLocalVersion' OR Command = 'Download ) or something similar.
