Unfortunately no. Little Snitch's rules are based on IP address, not domain names.

You can create a rule for a range of IP addresses though. Usually the hosts under a certain domain (like *.google.com) also share an IP address segment. If you can determine the address range for the hosts in question, you can set up a rule for that IP range that will cover all those hosts.

If you enter an IP address in the server field when manually creating a rule in Little Snitch, a triangle button will appear to the right of this field. With this you can choose an IP address range for the rule instead of the single IP address you entered.

To determine the IP address of a given host name (like www.obdev.at), you can use the command "host" - e.g.:

Launch Terminal.app (from /Applications/Utilities), enter the command:

  host www.obdev.at

and press RETURN.
