The 'openlayers.html' demo needs online connectivity to be able to fetch an external OL, so that might be the problem. I have not seen a local install of OpenLayers to use - anyone know if I should be linking to a local/offline copy of OL?

I was able to use some of the other web apps when not connected to the network on the thinkpad.

- unchecking offline mode; and asking it to try again let me see the service and view the first tile

Okay, perhaps you are talking about being blocked from viewing the sample tile/welcome page at localhost:8000? I'll try to test this again...

The specific glitch I ran into here was when network connectivity was not working; but was not able to be turned off. Turning it off allowed most of the applications to run.

When networking was turned off - I could find localhost. When it was turned off and connected I was able to find localhost. In the middle firefox wants to check the web rather then just hitting localhost.

So the action here would be to start up with wireless turned *off* by default.
