OK, the problem is that the receiver is expecting a single, continuous RTP stream. When you stop, then restart the streamer, there's a 50% chance that the next RTP sequence numbers (which start out at a randomly-chosen value) will be less than the previous ones. If that happens, the new incoming RTP packets will be rejected.
