Transmitter may be restarted, this is normal work situation. If this is not a bug, how I can receive stream?

When you stop, then restart the streamer, there's a 50% chance that the next RTP sequence numbers (which start out at a randomly-chosen value) will be less than the previous ones. If that happens, the new incoming RTP packets will be rejected. This is not a bug. You are simply not using the applications in the way that they were intended.
