Does anyone have a suggestion on how to store AAA Ni-Cad rechargeable batteries
... fully charged or fully discharged?

How about 'gel' batteries? (12 volt lantern)

I know a lead acid battery should be fully charged, and I remember the
instructions for my Sony video cam suggested fully discharged (but I don't
remember what type of battery they use).

With 2 portable GPS's, 2 digital cameras, 4 small 2-way radios, and 6 solar
'garden' lights I've got 30 reachargeable batteries and I might as well do the
right thing since I'm leaving the boat for 5 months
