This is a problem I know nothing about, since heating is not one off my
concerns, but sometimes a 'too stupid to know it's impossible' approach works
too!
Here is an idea that will cost about $100.
Maybe one of your problems is that you are venting the jerry can.
We had some chickens at a country residence, their water went into a gallon
container which was then turned upside down in a tray. Since the container
remained closed, water only ran into the tray when the water level went below
the lip of the container. It is a standard animal feeder/waterer concept. I
would make a jerry can lid (screw top) pierced by a tube (metal) attached to
flexible fuel hose that could be easily linked (outboard engine gas tank
connectors?) to it's reverse image in a small storage tank. The position of the
end of the tube in the tank would control the level of fuel. A small shut off
valve at the tank entrance would be necessary.
This tank would be near the stove in a 'pre-heat box'. This box would be heat
absorbent (black?), temperature self regulating because of a hinged top,
controlled by one of the small pneumatic cylinders which expand and open a
window in a home greenhouse. So ... purchase the fuel, transport in the jerry
can, at the boat, screw on the lid with hose, turn upside down, fuel runs
through the flexible hose to the storage tank. The storage tank keeps a semi
stable temperature because of the pneumatic cylinder and the flow to the stove
remains pretty constant. A shutt off at the tank entrance would be a good idea.
In fact, if you are saying the stove has a runaway factor, you could have the
cylinder on the outside of the box. Then, the colder the room, the tighter the
box cover would close, and the warmer the fuel would become. It would behave as
a thermostat.
