This is NOT a victory for liveaboards.  It just further outlaws living 
aboard...  not that they have to, the state of Fla has essentially already done 
that.  It seems they don't want boaters, marinas or marine related business in 
this state, other than to serve tourists.  If you want to LIVE aboard your boat 
in a warm climate, you need to go elsewhere!  

Cruisers are not quite as objectionable, because they come, spend money & 
leave, like land based tourists.  In some parts of Fla, like the Keys, marinas 
will tell you they give preference when renting slips to snowbirds & transients 
over full-time resident boat owners.  This is one of the reasons local boaters 
aren't all that welcoming of snowbirds & transients, which is a shame, given 
the interesting cruisers we all used to enjoy.
