Well, I suppose the way it works is that the governors get to try to do just that and the judges are there to stop them from going too far! Just one more case of trying to balance the rights of one group of people against the rights of another .... and as long as that is necessary, my lawyer brethern will be able to afford their own boats! Well, not if they keep taking cases *pro bono* :)
