Proof of registration is a colored sticker on the outside of the boat
easily visible by any passing observer, at least in most states.

Like the term "No Wake" (any object moving at any speed through a fluid
creates a wake),  the "locked discharge" (or removed handle) valve
requirement is ludicrous since one can unlock/replace the handle at will to
dump the tank at any time.

Abandoned motor vehicles and even houses are routinely taken care of
ashore, why should boats be different?
