Here in Julington Creek there are "Manatee Zone" buoys and signs from 300
to 400 feet offshore from the actual Manatee Zone line as described by
county (the biggest zone) or state published laws.  I looked them up but
don't have the notes handy, but I think zones are 100 feet for the state
and 300 feet for the county.

A cop told me the buoys were placed so far away from the land to protect
the landowner's docks.

At Cape Fear River, there is a container ship terminal that I have never 
seen a ship at. I was stopped off there and told I was in a restricted 
area. I was about 200 feet shore side of the main channel but not inside 
any marker buoys. If it is not on a chart, and doesn't have buoys is it 
really restricted, or was the police boat having a boring day?
