I just parsed "on deck" as including the cockpit. Basically, if you're
alone, and you're not below deck, you're tied on (and if the water's
below ~15C, I also wear a wetsuit under my clothes, as I expect that
pulling myself back towards and onto a moving boat will take quite
enough of my energy without having it drained by cold water.
