What they are seeking is 100% assurance that the person with the ID is
indeed the actual person, that they have previously been checked out by
security authorities and had their citizenship status triple checked,
and then that this ultra certification is biometricaly linked to the
human body presenting the ID. 

The best predictors for where this is heading can be found in science
fiction novels and movies.

But it is not just USCG licenses. State drivers licenses have to have
hard proof of citizenship upon renewal or a person, at best, will be
issued a limited value license good only for driving, but not sufficient
for entering a Federal Government building or boarding an airliner - or
denied a license or state ID altogether.

Many elderly people in nursing homes are unable to manage the process of
proving their citizenship, with all the official documentation that
requires them to produce, or to get reissued. And social workers at such
facilities are overwhelmed by basic issues on the best of day and can
provide little assistance on this matter. But w/o new ID's (whether
drivers or the alternative state ID-only licenses) they can be denied
voting privileges in states which require "voter ID".
