After reading the information on the TWIC web page, I can see the usefulness 
of having such a document available to the proper authorities, but those of 
us who currently have licenses were supposedly good to go for five years. 
The USCG and TSA should have the latest tools available to them in order to 
do their important (I think, anyway) jobs, but the heavy-handedness of the 
current approach seems pretty thuggish: cough up the extra dough or we'll 
break your kneecaps.

I see on the web page referenced in an earlier post that there's an option 
to pay a slightly reduced fee for a TWIC card with a shorter lifespan if 
you're in the middle of a license cycle, but the reduction in fees is 
relatively minor, especially if you only had another year or so before you 
were up for renewal anyway. Better to require the TWIC card for all new 
licenses ( I read that that might end up being the case.) Either that, or 
should you choose not to comply with the new requirements for whatever 
reason, a pro-rated refund of your already paid license fees should be 
forthcoming.

One thing I've been wondering though: since this new program affects so 
many, and is supposedly so critical to our national security, and must be 
implemented with such breathless haste, why not let us in on it? I first 
heard about it on this very list. The USCG certainly knows how to get ahold 
of me. To use current text message shorthand: WTF?
