I don't know about that.  In the US we are not required to have a radio license 
for our boat radios.

There was a big stink a few years ago about the large fee for renewal so they 
just dropped the requirement entirely if you stay in the states, but if going 
foreign a license is required.

And lets not forget that as well, us Canadians can't legally operate a VHF 
Radio without a radio lic! We are only required to have a certificate for the 
operator here in Canada. Now should I want to sail over to the US and use the

There is absolutely no reason to have weapons drawn and/or pointed at an
obvious family outing. In many cases these are kids with insufficient
training (USCG) and too much authority (Customs). BP personnel are very
well-trained.

Ideally, there should be officers in "overwatch" with weapons ready, but
folks talking with you and boarding should not have weapons drawn - if you
have described the situation accurately.

Large vessels where people could be hiding below is a different story. If I
were you, I would write a letter to the Commandant of the Coast Guard and
complain about their overly agressive behavior. Years ago, before 9/11, the
Coast Guard had to rein-in their boarding parties and tell them to behave.

One other suggestion, next time have the women remove their shawls and you
remove your shoes and robes before they approach. {;*))
