If a US boat uses the VHF in a foreign port, then a license is technically
required.  A "Station" and an "Operator" license is req'd, these obtained
for Marine HF (SSB) operation cover HF, VHF & RADAR.  I have never seen
enforcement of this in Bahamas, where restaurant dinner menu offerings are
routinely read over VHF.   Other cruising Ham operators will insist that a
Bahamian Reciprical Ham license is obtained for Amateur radio operation in
Bahamas.
If applying for FCC licenses online, call for support, there are several
questions that make no sense and the ~ $200 in fees may not be refundable if
there is an error.
