Over in the Morgan sailnet list there's been a discussion on waste handling as 
well as the requirement for waste management plans.  My apologies if this 
duplicates something recent, but I don't recall it showing up here, so presume 
this may be of interest.  Below is the essence of what I've posted (absent the 
ensuing discussion) regarding waste management plans (vs a simple placard), and 
another's actual plan:
For reference as to whether a placard showing what can be discharged and what 
may not suffices for a waste management plan, see the below link.  Placards on 
the rules (vs a management plan) are readily available from marine retailers.

WASTE MANAGEMENT PLAN
For
"Kindred Spirit"

1:  This plan describes policy and procedures for handling this vessel's 
garbage according to MARPOL Annex V and 33 CFR Subparts 151.51 through 151.77.  
As Captain, I am responsible for carrying out this plan.  All crewmembers and 
embarked persons shall follow the instructions in this plan.  It is the general 
policy of this vessel that all food waste and garbage will be
retained on board for proper disposal ashore.

2:  Solid Waste Management Procedures:
A:  If the vessel is outside of 12 miles of shore or returning to shore:
All the garbage with the exception of food materials and paper is put in a 
garbage bag to be hauled to the dockside trash receptacle at trips end.  Food 
material and paper generated in the galley are collected in a container and the 
container emptied over the side by a crewmember.  In no case will waste of any 
kind be discharged into the water without my prior inspection and explicit 
permission.

B:  If the vessel is within 12 miles of shore or returning to shore:
All refuse materials are put in garbage bags and stored on board until the end 
of the trip when the deckhands brings the bags to the dockside trash 
receptacles for disposal.  Waste for this vessel is collected in a trash 
container and stored below the salon stairs.

3:  Crew Education:  At the beginning of each season all crewmembers are 
reminded of the refuse discharge laws and shown the MARPOL V Placard posted in 
the galley.  Crew is told that it is vessel policy to stow all garbage 
materials on board except for food and paper when the vessel is outside of 12 
miles.  The captain orients all new crew and passengers to the rules governing 
the vessel including refuse laws and refuse handling.

Plastics and waste containing plastic materials will never be discharged into 
the water from this vessel regardless of location.
