Hi, Noel,

If it's a placard, it doesn't show your boat name, your name, nor the specifics 
of how garbage and other trash are handled in your specific boat's case.

That's a waste management plan; what you have is a Marpol Annex V placard 
saying what may and may not be done - not what you, specifically, will do.

If you're under 40' the placard may suffice - but a Waste Management Plan it 
ain't...
