My Brother in law is legally blind. He had a friend drive him to the 
border when he picked up his boat.
Technically the sales transaction should take place on the states side 
of the line. Otherwise you would be transporting a vessel for selling  
in a foreign country and he would be purchasing  a boat  brought into 
the country illegally without first declaring  it as a sale..
As for the bill of sale, it can be quite simple.  Received  the sum of  
$___  for one used vessel  where is and as is. Vessel number  (HIN) and  
your declaration it is free of any title leins and other encumberances.
