Some agencies require a "certificate of origin" which starts with the 
manufacturer and subsequent owners down the line and a bill of sale from you. 
If the boat has been registered previously, all of this info should be 
available, maybe not easily, but available.

The fellow who bought my boat 2 years ago was an Austrian who sailed it from
ME to Turkey and now has problems with the Turkish authorities re proof of
prior registration. The broker is long gone so no help there. Anyonre have
an idea as to how he can get something that proves prior ownership etc? The
boat was documented so I sent him to the vessel documentation site. I know
he sailed it in the US for a month then laid it up here for the winter
before he set sail. I really don't think he had a clue about having the
paperwork in order as this was the first boat he owned and was probably
lucky he wasn't boarded as an alien without a cruising permit while here.
