Bob -- I'm in the process myself of trying to get some prior
paperwork for my own boat which is documented by the USCG. I've
contacted the CG and have discovered that they have a lot of that
paperwork in their archives, and will make me copies for a small fee
($4 - may be more for lots of paper). I think sending this gentleman
to the CG site is the right way to go. There is an email address on
that site to which you can send questions (says to send them to the
webmaster, which would not have been my first guess, but it seemed to
work). To my astonishment, I received a helpful reply, and followup,
within about 24 hours.
