I went with an OGM tricolor / anchor.  http://www.orcagreen.com/recmarine.html

I'm very happy with it. It is Coast Guard approved and is very, very bright. Current draw is 0.5 Amp in either mode. This is higher than some claim, but to repeat, it is BRIGHT. To use a cliche', incandescent anchor lights pale by comparison. You can run separate wires or use a DPDT switch to reverse the polarity to select modes.
