As well as hand the Association a bill for groceries etc... that have spoilt, as well as an aggravation fee. And let the local newspaper know too. LOL, bad press scares people

All they can do is read the meters and ask you to pay your portion of the bill. They can get into serious trouble if they assess you any monies above and beyond that in the name of furnishing power.
