let me ask some questions here..

1`.  Do you have a lease.  If you do, Electric should be spelled out there.
2.   do they just give you a bill saying  "you owe us XXX dollars"
with no amount of kilowatt hours used?
      they have to do that... it is illegal in most states to just
hand you a bill saying you owe us $xx for electric
      _unless_ your contract states you will pay a specific amount for
electric each month...
3. If you have a complaint with regards to your electric, that you
think is being illegally charged.
    The person to file a complaint with is the Texas State Attorney
Generals Office.. what you have is a
     civil complaint.. while the action _might_ be criminal.. its
still considered to be a civil complaint.. therefore
     the jurisdiction to follow up and investigate lands on the
doorstep of the Attorney Generals Office.   If htey have overcharged
     and profited from overcharging the criminal charges will come via
this route...
4.  It would not hurt to call the local electric company, or better
yet go down... see a rep explain your problem
     ask, to see how they figure out the bills... that is a matter of
public record.. the elec people should be able
     to give you ALL the rates they charge the marina.. not just for
KW hrs.but for fuel surcharge, and all the rest of
     the surcharges that make up your, or rather, thier bill..
5.  If this is a real "Association"..then the by-laws should state
your method of review of the bills..

I would suggest you exhaust all athe methods of review before you file
that complaint... unless you own the slip..
you might be looking for a new marina...
