I suspect it may be a strainer, much coarser that a filter.

I have had (ahem) some experience with those from time to time.  You can
run the engine (assuming a freshwater cooled engine) for short periods with
a plugged seawater strainer, then let it cool.  Usually the boat will
either move with full power on for a short time, or not move at all with
full power for however long you try.   

Sometimes putting the rudder hard over, giving a shot ahead, then shifting
the rudder and giving a shot ahead, repeatedly, will wiggle the keel enough
to help break it free.

If you have big power available brute force can do wonders.  Rig a sling to
pull with, a sling tends to lift the boat up.  Hooking up to deck cleats
tends to pull the boat down.  Pull the mast over sideways to reduce the
draft while trying with the boat's engine and any other helping boats to
pull it off.    

Towing (and pulling a stuck boat) is more controlable with the towline from
the towing boats bow with outboard engine(s) going astern.  There is much
better control of the towing boat that way.  One can easily move the stern
of the towing boat in any direction.  It is not for towing fast or with
maximum power but you get great control of position and towline angle. 

A big, heavy, boat moving just shy of planing speed can make a big wake and
shake things loose while the stuck boat is revving full astern, even a 60
ton concrete boat stuck firmly in Currituck Sound!
