I guess the design committee decided that if you have a plain text mentality you will not format your text anyway, but if you make a conscious decision to format it then why should the software throw roadblocks at you? For instance if formatting is not allowed at all, it would make sense to hide any formatting toolbar icons but a lot of less savvy users would then wonder why they lost their toolbar. It is just amazing what an eyesore some emails are when the author probably thought he was being creative. Probably went to the ransom note school of design. And the bizarre lengths some go to while inventing their own way of separating their comments from original text instead of letting the email client handle quoting duties.
