I don't know about the LA policies in Little Creek. I have used Little Creek Marina and Taylor's Landing Marina as fuel and water stops heading offshore and coming back. I prefer Taylor's Landing - they make a more serious effort to cater to both sail and power. The facility seems less industrial - more marina and less working boatyard.
