They are Dutch. The law in the Netherlands concerning a license or 
certification does not cover boats smaller than 15 meters, thus many 
boats are 14.95 meters in length. Above 15 meters you have to have a 
certificate of competence. Spain and France have the certificate system 
also and I am not sure what length of boat that begins at... 

As far as I know, from 5 years ago when I left the EU, France was/is the 
only country enforcing a boat category system for offshore trips. The 
racers in the Mini-Transat are all outside of the French law when they 
sail across the Atlantic. They start in France and cruise the coast and 
then go offshore after they have departed French waters.
