The problem is that the raw water feeder pump is above the waterline, so 
it does not prime.

So, I think I will install a check valve directly after the raw water
strainer, which is below the water-line. Then I'll plumb in a valve
to supply some pressure from my fresh-water system directly after the
check-valve. This will provide pressure to force the air bubbles up to
the boost pump, to prime the hoses when the pump is activated.

This seems like a simple and reliable fix, much easier than moving the 
pump below the waterline.

Do you have any better suggestions?
