Oxalic acid is often a fairly gentle acid for removing rust from steel without eating away too much of the steel. Of course, from the sounds of this, it's way too gentle, and you should just go straight to muriatic acid (AKA hydrochloric acid) which you can pick up at most hardware, paint, or pool supply stores.
