The requirement to show the steaming cone also varies according to boat
length and whether you are in International Rules waters or U.S. Inland
Rules waters.
U.S. Inland Rules, Rule 25(2): "A vessel under sail when also being
propelled by machinery shall exhibit forward where it can best be seen a
conical shape, apex downward. _A vessel of less than 12 meters in length
is not required to exhibit this shape, but may do so._" (Emphasis added.)
The International Rules (COLREGS) do not have the exemption for vessels
shorter than 12 meters (39.4 feet).
I have at times shown a steaming cone from my 15 ft. 10 in. day-sailer
while under power in the Columbia and Willamette Rivers (Inland Rules
waters), but it's not necessary there. My new boat, on which I hope to
live aboard, has a LOA of only 9 meters, so it's not required on that
boat, either -- unless I cross the bar and venture into International
Rules waters.

We used to fly the cone when we were motoring, but most of the time if
we don't have a sail up I think it should be pretty obvious that we
are motoring. It's only when motor sailing that you need it (IMHO)
I also have an anchor ball which I do fly if we're spending the day
anchored. In all honesty, if we anchor in the late afternoon and leave
after breakfast I usually don't bother to put it up, but if we're
going to hang out for the day I put it up in the foretriangle on the
staysail halyard.
