The functioning of the step-drill is largely dependent upon the grade and
quality of the tool steel that it is made from. The design is probably in
the public domain by now. I seem to remember that the first ones were made
by Remington and then, at some point, there was a brand explosion. I believe
that the desirable grade is M2 tool steel.
